1980 300TD engine RPM valeus for 65 mph?

My 1980 wagon seems to rev higher than expected at 65mph. I installed a piezo-tach to get a look at engine RPM's. At 65 it runs about 3200 rpm, consistantly. If I count gear changes, I notice 3 shifts (when in Drive - I understand that in D the car starts off in 2nd). If I manually shift from 1st to Drive I count 4 shifts.

Tranny is properly filled, no abnormal noises either. I replaced both the CV shafts and while I was in the rear end nothing looked odd (had 2 split boots, that's why the change was needed).

Does anyone out there know what the proper RPM ranges are for a non-turbo 1980 300td? Is my wagon abnormal? Wondering if this car was geared to stay at 55 mph (which was the style in the early 80's, to save on fuel).
