If I adjust the ALDA as described in the 617 Diesel Performance Tuning and Repair Manual, is the fuel mixture enriched across the range of acceleration or just from standing?

What does A.L.D.A stand for? Perhaps its something in German?

The ALDA device on top the injection pump has a primary function of adjusting fuel mixture with changes in altitude (aneroid). It was used on some non-turbo models only for that purpose. When installed on a turbo model it also serves a secondary function of protecting the engine from a turbo over-boost condition - by reducing fuel mixture and thus slowing engine speed. Adjusting the pressure of the aneroid changes fuel mixture inside the pump through the full range of throttle travel.

Before adjusting the ALDA make certain you have tuned your engine first. Valve adjustment, check spray pattern of fuel injections, and condition of turbo charger will have a great impact on acceleration, power, and fuel economy.
