You will have to remove the drive belt to change this pulley. Once that is done replacement is easy. The free video instructions by Kent will show you how to do this as well as the proper way to remove and replace the drive serpentine belt. Torque specs are included.

To test remove the belt and spin the pulley. If it feels rough or you hear noise - replace the pulley or as an alternation you can replace the entire tensioner if you suspect that has lost some of its spring. The pulley should also be replaced if the surface is rough as shown below.
New pulley installed - now quiet with a smooth surface.
