Mercedes Emergency Brake problems

I have a 240D 1981 and the emergency brake does not engage when I press down the pedal. It seems as though the cable has too much slack in it to be able to push out the brake shoes. I have looked at the back brake rotor to possibly adjust the star wheel but w/ no luck. How do I get into the actual drum to see the pad and inner workings of the emergency brake? Is there a better way to diagnose the problem? And is this for both rear tires or just one? How does the brake cable engage both wheels if that is the case? Thanks for any suggestions. -Drew
