1985 300TD Fuse 14 blowing

Fuse #14 keeps blowing. Here are the electrical issues I've noticed:

1. The car will only start in neutral.
2. The glow plug buzzer does not go on (but the glow plug light works).
3. After the buzzer stops working the AC blows hot only.

Fuse #14 certainly could impact the AC because according to the fuse diagram it controls "control unit/water pump/heating water valve for climate control system.....". But what about the neutral safety switch and the glow plug buzzer?

The fuse blows even when the AC is not on so I assume I can rule out the AC as the cause. The glow plugs appear to be working because the light goes on and the car starts easily even with SVO. It does not seem likely to me that the buzzer could be the problem. Could the neutral safety switch be causing the problem?
