Where there is iron and steel there is rust. Rust is fed by oxygen. The only way to stop rust dead in its tracks is to seal it totally from oxygen. Rust conversion coatings and most paint do not totally seal rust. You can see this where any little spot of unprotected steel gets opened up to moisture (high oxygen content) and the rust will start to immediately return. In severe cases you will see it grow right before your eyes. Rust never sleeps.

Rust likes to form in areas that tend to hold moisture next to the metal - just like you see here under this trunk seal. And this just does not occur only on cars. It happens on any vehicle. The least expensive and most permanent repair is made by using Miracle Paint to seal the rust from further growth. 

When you combine miracle paint with fiberglass cloth you can fill small holes and strengthen weak metal. This W123 trunk seal lip was rusted through allowing water to get into the trunk. It was so rusty and weak that you could bend the lip by hand. After applying miracle paint and a couple layers of fiberglass cloth a very strong and permanent repair was complete on this W123 chassis for very little money. Could you imagine the cost of taking it to a body shop. They would have wanted to weld in a whole new quarter panel at the cost of couple thousand dollars.
